Ngāti Rangi and Defence Force Sign Landmark Housing and Land Agreement at Waiōuru

A significant commercial agreement between Ngāti Rangi and the New Zealand Defence Force (NZDF) was signed on Wednesday, 9 September 2026, marking a transformative shift in the relationship between the iwi and the Crown. The landmark deal, signed at Rongomaraeroa o ngā hau e whā (the New Zealand Army National Marae at Waiōuru), clears the way for a 50-home housing development at the Waiōuru Military Camp. As reported by Waatea News, the arrangement involves the sale of land and buildings to Ngāti Rangi, which will then lease the assets back to the NZDF under a long-term commercial arrangement. The project is funded through the wider NZDF 'Homes for Families' programme, which includes $75.4 million in capital funding for housing and infrastructure. Beyond the new homes, the development will include civil infrastructure, landscaping, a community park, and a playground. Construction is expected to be completed by mid-2028. The initiative aims to address a critical need for high-quality housing for military personnel and their whānau, with the NZDF previously estimating a requirement for 211 homes at the base to ensure retention and wellbeing. Te Tōtarahoe o Paerangi Chair Tomairangi Mareikura described the agreement as a transformation of a relationship historically marked by sacrifice and grievance into one based on partnership. For Ngāti Rangi, the deal represents a reset of its relationship with the Crown and a practical step in converting Treaty settlement promises into a strategic economic relationship. Helen Leahy, Pou Ārahi of Ngā Waihua o Paerangi Trust, noted that the agreement allows for the restoration of cultural and economic foundations on ancestral whenua, specifically the significant landscape of Te Onetapu, which has long been used for military training. Chief of Army Major General Rose King and Defence Minister Paul Goldsmith both highlighted the dual benefits of the partnership, stating it demonstrates how meeting Treaty commitments and advancing national interests can work together. By becoming a commercial partner within its own rohe, Ngāti Rangi seeks to secure sustainable intergenerational income while honoring the historical and spiritual significance of the land for future generations. The iwi views the continued military use of the training area as a sacrifice made on behalf of the nation, now met with a genuine opportunity for shared economic prosperity.
