St George’s Institute TIPENE reports academic success as charter school rolls rise

On 13 August 2026, Associate Education Minister David Seymour announced that student enrollment in New Zealand’s charter schools has reached 1,732 across 17 institutions. The roll return data, recorded as of July 1, indicates an 18 per cent increase in enrollment compared to previous figures, as more families seek diverse educational options for their children. Among the success stories highlighted in the government data is the performance of TIPENE. Following its opening in early 2025, initial assessment data from February that year showed more than half of its students were performing below expected levels in mathematics, reading, and writing. However, by the end of the 2025 academic year, TIPENE reported that 81 per cent of students were achieving at or above the expected level in mathematics, 79 per cent in reading, and 80 per cent in writing. Minister Seymour noted that five of the first seven charter schools established in 2025 are currently exceeding their targets for both attendance and student achievement. The model provides schools with the same funding as state schools but allows for greater flexibility in exchange for stricter accountability regarding results. The report also identified physical growth within the sector. Schools such as Northwest College in Auckland and Twin Oaks School have had to relocate to larger facilities to accommodate increasing demand. Seymour attributed these successes to a model that allows communities to bring their own ideas to the table and apply specific performance standards. With two additional schools having opened this term and another two scheduled to open in early 2027, the government expects the growth trend to continue as more young New Zealanders access these community-led learning environments.
