Restoration of Waikato and Waipā Rivers Continues Amid RMA Policy Changes

A significant milestone has been reached in the 15-year journey to restore the Waikato and Waipā rivers, as the Environment Court recently issued its final decision regarding Plan Change 1 (PC1). PC1 is uniquely guided by Te Ture Whaimana o Te Awa o Waikato—the legislated Vision and Strategy for the Waikato River—which remains the heart of the kaupapa for iwi and the wider community. Waikato Regional Council Chair Warren Maher noted that while the Government's proposed changes to the Resource Management Act (RMA) introduce new complexities, the Environment Court and High Court processes for PC1 continue. The council has already invested nearly $30 million of ratepayer funding into scientific research and community engagement to ensure the rivers' protection. According to the council, the collaborative process has involved extensive input from industry, agriculture, and local stakeholders to meet the goals set out in the Vision and Strategy. Council Chief Executive Dr Chris McLay indicated that although the Government plans to defer certain consenting and farm-plan requirements until 2032, the core mission to improve water quality remains. Farmers and industries throughout the catchment have already implemented significant operational changes to align with the new environmental standards. The council stated that discussions with appellants have remained constructive, seeking pragmatic solutions to ensure the long-term restoration of the rivers is not compromised by shifting legislative frameworks.
